Something's wrong. I could beat the living daylights out of my '94 with the 1.8 and 4 speed auto around town in the dead of winter and it wouldn't drop below 30.
The car may need new plugs and wires and a good fuel system cleaning/seafoam treatment.
If you had the 4afe with the 3 speed auto, then those numbers would be excellent, but not with the 7afe and either transmission.

Seems a little low to me, even for stop and go city driving. Check/change the distributor wires, distributor cap/rotor, air filter, and spark plugs if they're worn or you have no recent records on them being changed. A bottle of fuel injector cleaner wouldn't hurt.
Before you spend all your hard earned money on parts, get a leakdown test to see if your engine is in good enough condition to make 30+ mpg. If you have worn rings and leaky valves you wont make much improvement, but if the test says everything is in good condition your tune-up work wont be in vain.
The plugs/wires/distributor/fuel pump/fuel filter are all new with in the last 6 months. If my ignition timing on the distributor was off from when it was changed, that could cause the lack of miles. What is the correct procedure for setting ignition timing?
oil was done about 500 miles ago, along with brand new tires/alignment. I had read about the thermostat on another thread and was goning to give that a try. Im in Florida, havnt really used the heat in the car since Ive had it...
How long are your trips? Short trips will lower the mileage even further. When I was commuting 6 miles one way, I also got around 25-26mpg. This was not even as much stop and go. Take it for a longer trip and it would easiley do 30-35mpg. Mine is 4AFE with manual tranny.
There are several procedures you can do to get killer gas mileage.
1. Fuel filter (does wonders)
2. New Spark plugs
3. Change oil (usually gas gets improved for only the first 0-800 miles)
4. New spark plug wires, distributor cap, rotor
5. Clean intake manifold as well as the entire EGT system.
6. Get ebay tubular header
7. Make sure tire pressure is the same all around (32-36 psi)
8. Make sure your not carrying a ton of weight in the trunk
9. Try to have all the same brand tires. So that there aren't different treadstyles fighting the crown of the road.
10. Make sure your antifreeze is up to speed.
The worst I've gotten on mine was 27mpg and that was on stop and go traffic where there was literally a stoplight every 50 feet. I usually get 28-29 around the city and 35 on roadtrips.
