engine rpm drop while cruising on highway at 60-65 with ac on

While headed to the beach today I noticed that my car acted like the engine was dropping a few hundred rpm randomly while cruising at highway speed. At first I thought it was the strong winds today but when I shut the ac off it seemed to stop doing it. It also kind of sounds like there there is a vacuum leak while the ac is on since I've been running it the past two days. Could this be the tcc solenoid or the ac idle up valve? Or maybe the torque converter is just going bad? It's a 97 with a 1.6 and A131 trans.
