AC and radiator fans not working

My '97 corolla starts overheating when the car isnt working, the AC also doesn't cool at all when the car is stopped. I checked under the hood and neither fan (main engine or aux AC fan) is running at all.

I disconnected the sensor cable from the coolant line (the one right before the thermostat) and the fan still doesnt turn on.

I checked out the main fan relay, but it seems OK. With no power 3&4 show 0 ohms, 1&2 show about 70ohms, which isnt perfect continuity, but that resistance compares against the #2 and #3 relays. Ditto on the main engine relay.

I have trouble believing both fans are shot, but based on checking the relay (see above), I'm not sure its bad either.

Any suggestions?


Additional: Both fan motors are fine. (I jumpered them directly to battery and the both came up.) Both the engine and Fan#1 relay click and continuity shift as they should.

Fans OK. Relays OK.... Next?

Check the voltage of the light green wire at the fan temp switch with a voltmeter and the switch unplugged there should be 12 volts through the A/C pressure switch from Fan relay coil #1. With the ignition switch in the on position and the water temp switch unplugged the radiator fan the one with Black/Red and White/Black wires should run.
