Poor gas milage?

I'm getting 24mpg (pure city miles) is that bad for a 94 corolla base sedan (5 speed manual 4A-FE) with 155K miles? I don't understand, I've done a full tune-up (with ngk G-power plugs, ngk wires and an oem type distributor cap and rotor), two oil changes since I got the car in january the last being valvoline maxlife synthetic blend, two treatments of seafoam through the brake booster vacuum line for carbon, several treatments of seafoam in the gas tank, replaced a set of seals on a leaky injector, changed the manual transmission gear oil, did a compression test before the seafoam carbon treatment and compression was about 190psi across all cylinders, replaced the fuel filter,and I just put a stock type k and n air filter in. Maybe I'm wrong since I drive mostly city miles, with most trips less than 5-10 miles, but my gas mileage seems poor for this car, and I can't figure out why.

Are you sitting in stop and go traffic all the time?

That tends to make one's fuel economy take a nosedive. I know mine does.

for city stop and go, seems about right. at 5 miles the car is just getting all warmed up through and through.

Yup. LOTS of stop and go. (1st, gas, clutch, nuetral, brake, clutch, 1st, gas, clutch, nuetral, brake, etc........)
