Steering wheel locks with key in start position

While troubleshooting a recent problem I tried installing a new ignition switch. This meant removing the key cylinder which involves placing the key in the ACC position and holding down a button on the underside of the cylinder.

The ignition switch wasn't the culprit so I reinstalled the old part, reinstalled the key cylinder, and now when i turn the wheel with the key in the ON or START positions the steering wheel will lock. When i turn the key to the lock position and jiggle the steering wheel, it unlocks.

I obviously screwed something up along the way, but I think it's a simple fix yet I can't seem to figure it out.

Any ideas?

+1 I think there is an eccentric pin on the back that slides the locker into place. Its either not engaged properly or as suggested in backwards.
