rubbing felt when breaks applied

I feel a rubbing/sound and feel it in the pedal itself even.
I think it's in a back tire.

A pad is going maybe?
or time to bleed the breaklines?

Does not sound like you have air trapped in the brake lines. That gives a spongy feel to the brake pedal.

If pads and/or shoes are badly worn, meaning there is metal-to-metal contact between pads/shoes and disc/drum, then I suppose that could be felt in the pedal. But that would most likely also cause a terrible sound.

Otherwise, a pulsating brake pedal could be a sign of a warped disc, although, that would also be felt as vibration in steering wheel.

Cheap pads can do that, too. Pull the drum and if the pad isn't worn out, you might consider buying some good ceramic ones. Worked for me.

Over the last few months, after a rainfall if the car was sitting outside, I could hear a rubbing in the tire area in back.

Rubbing sound would diminish after driving it awhile, combined with lack of rain.

Car has sat outside last week and a half while I was working on starter, plus we have had record amounts of rain here for us.
this may be why the rubbing was so bad I could feel it in the brakes for the first time.

Moisture getting in there might be something contributing to issue.

rust inside the drums. pull the drums and check for pitting/heavy rust and make sure that the shoes and drum surface are both smooth.
