Tapping after head swap

I recently swapped heads on a 97 1.6 along with timing belt,water pump and seals.Now I have a loud tapping coming from the top end passenger side wich was not there before swap. Could it be that the valves need adjusting. The car seems to run fine other than it sounding like a deisel.

So I went and checked valve clearances and this is what I found


Intake
#1 .006-.008
#2 .006-.008
#3 .006-.008
#4 .003-.006

All but #4 are within spec

Exhaust
#1 .006-.008
#2 .006-.008
#3 .008-.010
#4 .003-.006

All but #3 are out of spec and its pushing it,would the clearances being that tight cause noise. I thought it was when they were loose they made a tapping sound.


I also checked timing belt tension and it had between 3/4 and 1 inch of movement is that to much. If theres anything else I can or need to check let me know.
