I have a toyota corlla 1996 DX 1.8 noticed there is aleak on hydrulyc tube replaced and mechanic told me he did power steering flush but recently it start howling sound while driving, it gets laouder when stopped behind red light, checked the power steering oil level it is full. Any suggestion would be appreciated.
I've found on other toyotas (havent checked the corolla) that the power steering reservoir has a filter screen that gets clogged over time and blocking flow to the pump. Especially if he did a "flush" it may have dislodged debris and clogged the screen.
So why are you asking here instead of the mechanic who did the work?
that "howling sound" sounds more like a wheel bearing goin bad, does the sound happens when you turn the steering left/right when your in park position? or does it foam up when you un-cover your power steering housing? if so then your p/s housing needs cleaning out.
it might be your timing belt tensioner bearing. That happened to me before. does your car howl when you start up cold and does the howl disappear when you warm up? that could be it. you can always check the rack and pinion to see if the system is leaking. I did a write up on changing the power steering return fitting in case this is your problem.
This is the reason I dont trust mechanics. Who ever does a power steering flush? my car has 226 k miles and I never had a reason to flush the system. the fluid was always clear except for the time I needed to replace the ps return fitting.

It gets worst when turn to right or left. The hawling sound is not much laoud and I don't have any issue with turning the steering but I can hear it coming from driver side also noticed when I turn fast there is a vibration in the wheels.

i reckon this ( howling ) sound only happens when you are driving so my diagnostic tells me that you have a wheel bearing goin bad and the worst it gets the more vibration your goin to get in the steering wheel have both right and left wheel bearing replace.
Your Power Steering Pump may be going bad. Take a turkey baster or something like that, suck out some steering fluid into a small glass jar, and hold it up to the light.
If you see little silver bits in the fluid, that's metal from the pump and you will need to replace it.
Also, if this is the problem you WILL need to get it flushed as soon as possible after changing the pump, or you'll be doing this again!

If you have to ask a question like that you have no business trying to make repairs. Buy a manual and do some reading BEFORE you cost yourself way more money than you would have spent at the repair shop.
