car makes ringing noise when driving

When I drive 40 mph, I hear this ringing noise coming from the front. When I drive faster, the noise gets louder. When I let go of the gas pedal, the noise is faint and when I step on the brake, the noise is gone. Also, when driving on the freeway there are small bumps when you pass an exit and below is surface street, when I hit the small bumps, whenever the car bounces down not up, there is no noise. I replaced both front wheel bearings, 4 tires, rebalanced them, new rotors and pads and aligned it and the noise is still there. The axle looks fine, the cv boot and ball joints are still good. I am guessing it is the shocks/springs???

if it happens when the car is rolling its part of a ROTATING part. NOT suspension.

checked that its indeed the front? could be something in the rear drums come loose.

also double check the rotor dust shields.

Speedy, what do you think it is??
Bitter, it is coming from the front. The drums are fine and is working fine. The dust deflectors is not touching anything.
I am going to lift my car and drive it so see if it makes the sound off the ground, and if it does, I can find out exactly where the noise is
