removing the rev limiter can result in dangerous situations with your engine. if you are looking to get higher revs then you need to do some engine upgrades and tuning to accomplish this.
I agree with those above. To turn more RPMs, in general, you need stronger pistons, rod, and crank, more aggressive cams, upgraded bearings, and probably an upgraded head gasket. The 7AFE is a pretty strong motor, but as bitter mentioned, without the cams, you'll only see a loss in power. Also keep in mind, to over generalize, the more RPMs you turn, the less torque you're likely to have.
EDIT: If you wanted to remove it, I would imagine you would need to reprogram the ECU or go with some kind of piggy back system.
I have a built motor from the oil pan to the valve cover. I short track asphalt race my 94' corolla. Believe it or i beat on a weekly basis, civics, integras, eclipse, crx, neons. You name it i have beaten it. The corolla holds the points championship for 2 years ago and 2nd in points this year. I am looking for a bump of about 400-500 RPMS out of my straight away so I dont have to shift into third. I am going through transmissions,HD Clutches and flywheels like a kid eats candy. My motor can handle the more hp. I just need help figuring out how to take the rev limiter off.

I have thought about a piggyback system or an aftermarket computer system, however it would be way cheaper to snip a few wires.

Correct mostly, the 7A ECU is NOT flashable or chipable at all in any way. there is however a small electrical component on the main board which can be replaced which raises the rev limiter. I'm not intimately familiar with it though.

However its not without its problems, you will need a piggy back unit since it does some other technical stuff. Google 'repsold crystal mod' and you'll find a bunch of information.

Wow, I never knew there were people who short tracked japanese compacts, much less these cars. Awesome car!
you can try megasquirt or greddy ultimate ECU management so that you can use higher revs, especially if you have installed performance cams and adjustable cam sprockets.... as for eating up trans/clutches/flywheels, all i can say is upgrading those to take the beating will put a hault to those problems
