can EGR ports be drilled?

Apparently my '95 corolla with the 1.8 wandered away from california as it is equipped with an EGR valve. I purchased another engine locally to replace the worn out 279,000 miles original. Once pulling it out and comparing with the replacement engine, it didnt have an EGR valve, but the head is drilled for EGR bolts. Is it possible to simply drill out the head safely where the EGR mounts to? Or is there more involved to it than that? I'm really hoping to use this engine as its only has 80,000 miles on it.

Since you are in indiana, why worry about it! I dont know about the different ECU's but I'm thinking a 49 state one will be needed to keep a CEL from coming on.

well my first concern was detenation because it wouldnt have the EGR system working. Is the present computer going to retard the timing and make it sluggish as a result? I took a drill bit to the non-EGR head and there isnt a port behind the surface. My guess is that as long as I use the original intake so I can leave the electrical parts hooked up for the computer, I'll probably get a low flow code. That shouldnt keep it from going into closed loop though, right?
