Code 21

My CEL is on. I'm gettin a code 21 from an OBD-I. Correct me if I'm wrong, but I think that's the main oxygen sensor?

Can anyone tell me what the most common problems are that would cause the code?

O2 sensor is probably toast.

I've found that you can "revive" an O2 sensor by wire brushing it. They still suffer from wear and tear and will need replacement, but often the shroud around the sensor gets clogged by deposits and cant read correctly.
