Does your steering tighten up after driving through a puddle?

Hey Nation,
So yesterday I was driving home from work and there was a huge puddle. I slowed down to 2mph and drove through it, the puddle probably came up to right below my front bumper. I heard a little whining after but I figured a wet belt, it went away after a few minutes. When I went to make a right turn, I noticed my steering was really tight. I felt like I was driving a car from the 50s with no ps. But it was fine the rest of the way home. Today on my way to school, after 5 minutes of driving my CEL came on. Great! I drove to school, everything seemed okay. When I was leaving school, I was making a U-turn and steering tightened up again. I havent been able to pull the code, but can a power steering issue trigger the CEL? And does anybody else's steering tighten up after driving through a puddle. Hope to hear from you soon, thanks

One more question...where do I hook up an OBD II Scanner in my car? I might be able to borrow one soon

I don't know about the power steering giving a code. But for my 96 corolla to hock up the scanner it's below the steering wheel.

no sensors or codes for power steering. Need to check the belt tension on the power steering pump
