93 Corolla le 1.8 dipstick length

I bought a car that I had a mechanic replace the seals on to try and stop the oil from burning. I am trying to eliminate all possibilities before I junk this car. Its been a while but I have owned 3 90 Toyota Carollas. It seems to me that the dipstick is too short. Its still burning oil until it reaches just below the dipstick(about a quart passed) I know this because I checked it and added a quart and it came up to half way to full. Can anyone tell me the length that the dipstick is supposed to be? The guy that I bought it from has several toyotas around his shop. It just seems odd to me that when the oil goes down only one quart that the smoke stops tremendously.
please help.
