Unable to read/pull codes from ECU

I have taken my 95 corolla 1.6L to several shops, but they were unabe to connect their scan tool with the ecu. Also tried pulling codes manually with a jump wire but did not work either. MIL light is always on; how do i check if the right type of computer? Mechanic mention it might be a bad computer but was unsure. Whats wrong anybody? Thanks

If your car has the OBD-1 system, you should be able to jumper TE1 and E1 at either test connector (under hood or dash).

"To obtain an output of diagnistic codes, verify first that the battery voltage is above 11 volts, the throttle is fully closed, the transaxle is in Neutral, the accessory switches are off and the engine is at normal operating temperature. Turn the engine switch to ON (engine not running). Do not start the engine. Use a jumper wire to bridge terminals TE1 and E1 of the test connector."

If it doesn't work at one location, try the other.
