Shift Knob Acting Up

So I'm having an issue with my 95 toyota corolla where my shift knob wont go out of park, and the "STOP" fuse keeps blowing out.

We changed the third break light, and the bulbs from the tail lights as well. The other bulbs all look fine and we replaced the fuse (I saw the post about the tail light harness thingy) so we don't know what the heck is going on.

Any suggestions?

I'm new and I don't know much about cars so let me know if I didn't follow the rules or if I left information out.

The safety for the shifter is controlled by the stop lights. The shifter is fine you need to find the short in the brake lights.
