A/C Troubleshooting help needed

I tried searching, but since A/C isn't an allowed search term and air + conditioning doesn't seem to turn up the answers, I am forced to post this thread. '97 DX 170K miles, not a daily driver any more (thankfully), but I would like to get some use out of it this summer. I don't want to give too much info about the problem, solely because it took me so long to notice that there actually was an issue. That leads me to believe that the cooling performance slowly deteriorated over the course of at least one summer, but my memory could be failing me. Its been at least a couple of years since it was any good. Now it just blows cool air, and when the air temp is 90F+ there really isn't much use to having the air on at all.

The refrigerant isn't leaking. I bought some 134A, thinking that after 10+ years maybe some had leaked out, but when the gauge said it was right where it should be.

What else should I look for? I'm not willing to put much more than $200 into the car. Its main use is going to be for hauling things back from Home Depot or Lowes until it finally dies.

Are the fans operating properly when the A/C switch is turned on? If they aren't, you're not going to get much cool air.
