1996 Corolla Won't Start

This is my sisters car, I'm not very familiar with Toyotas. If someone could offer me some guidance I would greatly appreciate it.

Last night she started her car and it started making "a noise" so she shut it off and had it towed home. The truck driver who says he is a mechanic said it was the timing belt. Currently it will turn over but does not start. With the ignition on the check engine, battery and a couple other lights are on. It is throwing code P0130 and P0133, both of which are for the 02 sensor I assume it's safe to assume that's unrelated? I pulled one of the wires off a plug and held it to ground. I'm getting an orange spark, the gap is about 3/4" in my test though since the actual wire is recessed in the boot. I tried spraying some starter fluid down the intake and it doesn't show any sign of wanting to run.

I removed the upper timing belt cover and one side of the belt is very tight while the other side is very loose and has lots of play. She defiantly needs a timing belt because I noticed it torn half way across in one spot. I included a picture to try and explain it a little better.

Can anyone give me a starting point on what to look for or if it's normal for the timing belt to be like that on this car? Right now I'm leaning towards the idea that a worn belt caused it to jump timing. But wouldn't it still run, just poorly if it jumped timing? I don't know if this is an interface motor or not, if it jumped timing badly enough to not run at all what are the odds that motor is shot?

Well I was pretty sure that was it so I went ahead and started pulling it apart. Here's the culprit.
