Welcome to TN!

Spark plugs are a maintenance item, so it your car was running rough before, then those may help.

There is a LOT of overlooked maintenance items that can make a difference in mileage and driveability. None of them are unique to Toyotas. I just do a little at a time and every time my mileage goes up just a little bit more.

"Mods" has turned into a strange word with mostly no meaning except to spend excessive money and get nothing in return.

What kinds of things would you do to the car first to get better mileage?

Cap and rotor, plugs, wires, Seafoam/B12/distilled water combustion chamber cleaning, something through the fuel system to clean the crud out likewise (no need to get more extreme than Seafoam unless you've got bad problems), fluid check and change as applicable, PCV, probably thermostat at this point of their life, tire pressure, alignment. Other than the basics, you're down to aero and driving habits after that.

As far as real mods go, about all that's easy and cheap is suspension and lights. Everything else is either cubic time or square money--especially engine mods.

NGK V-Power plugs work fine, but no better than standard copper plugs IMO. If your old ones are spent, then new plugs of any kind will be an improvement. Don't overlook the air filter as a maintenance item. Depending on the mileage, a new oxygen sensor could improve economy too.

Personally, I would not use anything like SeaFoam, especially if you don't plan on replacing the O2 sensor. I think the water mist method carries less risk and is definitely cheaper for doing the same thing. If I was going to use anything in the same category as SeaFoam, it would be Motorcraft PM-3. Unlike SeaFoam, it's a lot more than just rubbing alcohol and mineral oil and it's used internally by Ford.
