Seat belts - warranty and where to buy

I have a 95 Toyota Corolla who's drivers side seat belt has seen much better days. It no longer automatically retract. If you give it some help, it retracts, but that's getting old.

I called Toyota and they say it's only covered for 5 yrs/60k miles. The price they quoted
for the part was nearly $200.

Where is the best place to buy a replacement belt?

Is this something I can do my self, or would your recommend a mechanic?

Yeah... no way they are still under any kind of warranty after all of those years!

The only other place (besides the dealer) to get them is a salvage yard... but those are probably about as worn out as yours.
