On top of checking the clutch, there is also determining where the oil leak is coming from, if it is under the timing belt cover, that is new seals, and a timing belt, which if you can't do the work yourself will essentially cost what he is asking. As well, as check for rust on the body and undercarriage. I don't recall if this gen of 1.6 liter had the oil burning issues the 1.8 of the same vintage had, that is another question to ask. He should also have most if not all service records as well as if the warranty for the windshield is transferable to a new owner.

Look at it this way, it's getting near the end at 250k, but $600 for a car a year is only slightly more than one month's payment on a new one, and if you can get 2-3 years out of it you'll have gotten a good deal.
