Sorry you were duped. Rustproofing (if it was done and done correctly), should have been one color. That one part is black and the other clear, raises a red "protection" will thwart rust from forming and keeping rust producing products (ie salt, mud, etc) from sticking to the underside of the car. It should retard, slow rust formation, but does not necessarily prevent it from reoccurring or starting somewhere else.
As for T-belt, you mentioned it was done in 2006, where the seals, (oil, camshaft, crankshaft) done as well, and were the parts that hold up the belt (ie tensioners, etc) also replaced. This is important if you want to keep the car for a while, because weak, tensioners, and leaky seals can shorten the life of the belt. The person/place you bought this car from should have a record of it, and/or it should be noted on the door or under the hood. As for hot and cold, the T-belt is subject to that, not only from outside air temps, but from the engine itself. A well made belt should be able to withstand these extremes until replacement time, (some can last longer).
One nagging question, though, if the previous owner was so intent on selling this car, why spend the money on undercoating, hence my opinion, you were probably duped.
