Very odd starting problem

Hi there, I'm working on a friend's 1997 Corolla.
I'll preface this by saying I can get it to start and run just fine by "hotwiring" it.

Basically what's happening is I can't get the starter to work just by turning the key. If I jump the starter relay it starts right up and runs.
So it looks like the wire going from the ignition to that relay has a short somewhere.
Furthermore, I can't get a voltage reading at the neutral safety switch connector (It's an automatic). BUT the circuit open relay is working (I can hear it). so the short is between that circuit open relay and the neutral safety switch.

So it looks like I'm going to have to take apart possibly the steering column and/or part of the dash. But I'm not sure where this wire runs exactly, and where the circuit open relay is. I can hear it but can't find it.
