1999 - Defogger is not working

Hi Guys,
I have a 1999 Corolla VE and suddenly the rear defogger is not functioning. The weird part is that I have replaced the dash switch, and still nothing. I can hear the relay click on and off with the old and new switch. However, the amber defogger light in the instrument cluster does not come on. Number 20 interior fuse checks out okay. I took the cluster out to check the bulb and it is in good working order. Any idea's? I have not looked at the connectors at the back window because it seems like its covered by an interior panel, and its -4 outside, so I don't want to break anything. I suspect it melted wires, but I want to make sure I am not missing anything. Any idea's anyone?

I must say I am pretty disappointed with the lack of service at Toyota, since even Toyota seems unable to help me! Further, my Toyota dealer charged me $90.00 CAN for a new switch, just to come back and say it does not work! I can't also believe it cost me two hours of labour! You have to be kidding me! Once again, ANYONES HELP is sincerely appreciated!
