I have a 1998 Corolla LE, I suppose it is pretty much the same car as yours. I just changed my recently.

1) Take off the two screws on the top of the cover that is over the dash panel, then carefully take out the cover, it has couple clips on it so you have to be careful not to snap it off.

2) unscrew the 3 screws that are holding the dash panel then take it out. Unplug the 4 wire retainers, lower your steering wheel, twist the dash panel sideways and take it out.

3) unscrew the bulb that is burnt out, take it off the bulb mount and replace it. Put everything back together and you are done.

Do you know where I can buy the wide angle LED blue bulbs? I've been trying to change my but I am having trouble locating them.

I am having the same issue, I pull the bulbs out of my climate control and it says 203 on it. I looked everywhere and online but I could not find this type of bulb in LED. Kind of stupid though, all my panel lights are blue and now the climate control is going to be green. I am thinking about painting the bulbs but I don't know what type of paint will be transparent enough for this.
