1998 dash light problems

I just bought this car and I am working on it for my son.
The dash lights and parking lights do not come on until you start the car, there is about a 15 or 20 sec delay.
The head lights will come on with the car off, but no dash or parking lights.
With the car running driving lights come on, if you turn on the parking lights they will come on in about 15 or 20 seconds. If you then turn it to headlight position the head lights get brighter but the dash and tail (side markers too) go out, and the headlights stay on.
Headlights will switch to bright or normal.
Turning switch back to parking lights headlight goes back to dimmer and dash and side marker/tail lights come back on.


I have changed the headlight/turn signal switch out with a new one. (no change)
I have changed out every fuse in the car with new ones. (no change)
I have changed out the tail light relay with a new one. (no change)
I have swaped out the dimmer relay with the one from my tocoma (same relay) (no change)
I have swaped out the DRL relay with the headlight relay on my tocoma (same relay) (no change)

Any ideas ???

ok wait back up. ok so you start the car. fine. the lights shouldnt come on until the parking brake goes down. then there's a delay (20 secs give or take) then the dash lights will come on IF its dark. if its not dark the DRL's will stay regular and the signal lights wont light up. when its dark, the signal's light up and the headlights get brighter.

I just went outside (total darkness, no street lights).
It does the same as what I said above.
Start car DRL on, switch to parking lights, 15 to 20 sec the dash and parking lights come on. Put the headlights on and the dash and parking lights go out.
Headlights stay on.
Back to parking lights position and the dash and parking lights come one.
I cant really see any diff in the brightness of the headlights in any position.


The parking brake is not on.
