wierd high beam blinking lights?

So my wife has a 2002 corrola and a couple weeks ago the indicator light on the dashboard for her high beams began blinking very softly and about every second or so. Now the daytime running lights stay on for some time after the car is off. Plus yesterday her chime was going off warning that her lights were still on after the car was off and the lights out. In addition, her dash was all lit up after the lights were off, key out of ignition, and doors were closed.
She took it in a couple of days ago and the mechanic was unable to find the problem after working on it for several hours. He thought that it may have been an after market alarm short, but it turned out that it had nothing to do with the alarm.

Does anyone have any ideas on how to approach this problem (outside of paying out the A$$ at the dealership to have it looked at)?

I had similar symptoms when my DLR relay went out. It's a little lengthy, but give it a read.
