Did you verify that the shoes are one the right way?
There is a leading and following pad (front shoe and rear shoe) - get them backwards, and the drums will "stick" and drag the shoes. Sometimes they are marked, sometimes not. I've also seen some sets that come with all rear or all front shoes - you can tell by comparing the friction material - they will be of different lengths, i.e., one will have less material coverage than the other.
Could be as simple as the right side being setup a little too tight, compared to the left side. Measure the length of the adjustment rod in between the shoes. Count the threads if you like. Should be pretty similar from side to side. Made sure that you didn't swap drums accidentally? That could cause all sorts of headaches.
Also, if the wheel cylinder is locked up - it could forcing the shoes against the drum longer than normal. Double check that you lubricated the contact points as well - you have to put grease at certain spots to make sure everything moves smoothly.
Another possibility is the parking brake is hung up. That would cause the brake to drag as well. Easy way - take pics of each side. Should look like mirror opposites. If not, one of them is backwards. Check for any wet spots and verify that the wheels cylinders are not sticking.
