I'm not clear on what the problem is.

which wheel is locking up? the star wheel in the brake assembly, or your rear rims? my guess is they mean the star wheel in the brake assembly, because that can get gummed up and stick.

I'm not sure what this means either. There is an auto-adjuster (which is, the star wheel) and it clicks when the brake pad thickness decreases to keep the pad close to the drum, but I don't know why it's a problem if it "automatically clicks" and "causes the rear wheels to spin."

my guess is that they were trying to say is:
-your rear brake assembly is gummed up
-the gumming is keeping your star wheel from spinning
-the gumming is keeping the self adjuster from moving

if that's the case, and it were me, I would take apart you rear brakes and spray it all in brake cleaner. Brake cleaner solvents are formulated to dissolved all the brake dust that can cause gumming, and is in a pressured can so will blow it all away

id suggest wearing eye protection of some sort! brake cleaner in the eye is like getting mace in yo face.
and i'd recommend one of the carpenter masks (the lil paper filter ones nothing fancy) as brake dust is NOT something you want to inhale!

im sorry for the previous entry i wrote it in a rush. To re state the problem i have is the star wheel is clicking when i brake. This causes my rear right wheel to tighten. i found this out when i jacked up the car and it was really hard to spin the rear right wheel (where the clicking came from). Really i have no idea why but when i go around 30 up and then brake, the star wheel starts clicking and the wheel gets tighter.

there's a lever inside the brake drum attached to the star wheel that keeps the star wheel from spinning freely.

i think the lever might be the cause for your problem

After the clearer explination I agree completley with this. Put the rear up on jack stands, take off the drum covers, clean everything out with brake cleaner as suggested or even (gasp) water. Compare the one that works to the broken one. The Haynes manual has pictures and would help. There is a spring-loaded arm that is suposed to only let the adjuster wheel move one click at a time when needed to adjust the brakes. It maybe bent, (maybe you can bend it back) or broken, then you will need to replace it with a new part.
