Need more information. When does the car make noise? What causes the noise to become more pronounced? Turning, bumps, under braking, etc.? In other words, what do you do to cause the noise. Do you notice anything unsual, other than the noise? Poor fuel economy, excessive tire wear, shaking, vibration in the steering wheel/pedals/seat, etc.?

As for your struts - those are the dust boot, or sometimes referred to strut bellows. Judging by theoir condition - just a matter of time before those struts go out or get tired. Might be time for new struts - as JDM_jody alluded to. Struts will be OK for a short period of time, if the bellow rip, but looking at the bellows in the pics. Looks like they have cracked a while ago - starting to show signs of heavy dry rotting.
