98 Corolla, OBD port wont read??

Hey all...I did a search on here, and on the net trying to find my issue.
CEL is on, and took to AZ, and Advance...neither place could read the car...They said the connection is bad, and will cost a ton, cuz the problem could be anywhere. The reason I need this fixed is emmisions testing is coming up here in lower WI for me, and if it fails, I have certain amount of time to fix, or registration gets suspended. We have very little money to fix any thing right now. So, my questions are...

has this happened before to anyone else?
are there only 4 wires on my obd port, or are some missing?
will dis-connecting the battery get me through emmisions who also just plug into my puter, then may end up driving it on the rollers?
register it up north, and pay for new crap all over again, but at least be able to drive it, and fix the problem as money allows?

Should have 5 pins populated in the harness (4 is possible, not 100% sure - as I'm comparing this to a 2002 and 2003 model) - should be chassis ground, signal ground, ISO K line, ISO L line (possibly optional), and source power).

Compare the pins with the ones here: http://www.obdii.com/connector.html This Toyota generation follows the ISO protocol.

Disconnecting the battery will clear the CEL and code, but depending on what it was - it may come back. Some places will automatically fail you if the OBD-II port is not communicating to pull the I/M information. Others will may allow a tailpiper sniffer and may toss you up on the dyno (rollers) to complete the smog check.

There is a 7.5A fuse marked OBD under the kick panel area, if I remember correctly. Before you start pulling too much of your hair out - check the fuse, possible the fuse popped and not powering the scan tool.

I cant seem to find any 7.5 amp fuse under the drivers kickpanel?
looking at the pinout on my car, there is a red wire in #1, white in #10 brown in #12, and white with black stripe in #13 can anyone verify these are in the correct location?

whoops...I had it upside down..lol 4,5,7, and 16 has wires in it

^^^ Those are the minimum number of wires you need to connect to a scanner - according to the ISO spec. Sometimes pin #15 (ISO L line) is populated - but is also noted as optional in the spec.

Pin #4 is chassis ground
Pin #5 is signal ground
Pin #7 is ISO K line
Pin #16 is battery voltage

The fuse should be almost dead-center of the fuse panel, driver's side kick panel. Make sure to pull the negative terminal off the battery before you start yanking fuses. Don't want to make this worse, by accidentally yanking and reinstalling fuses under power.

If you have a voltmeter handy, you can verify that power (12V) is supplied to pin#16 - power should come on when you turn the ignition to ON. Best to have two people there, one to hold the probe leads on the right pins, the other to cycle the ignition.

EXCELLENT CALL! the 7.5 amp fuse is blown..my fuse box is located behind the storage door just left of the steering wheel.
I will report back after I go get a new fuse..lol
