start hunting for shorts...
bring Tylenol, a Digital Multimeter, a lot of patience, wire, wire strippers, shrink wrap, and wiring diagrams.
you're in for a LONG day friend.

I did some searching and found a common problem with the drl circuit board behind the glove box. I checked the board and nothing is burnt like in pics shown on some posts here. I'm going to try the tail light fuse while I have the drl board out and see if it blows if it doesn't then I will at least know it has something to do with the drl board.

Well, of course the fuse didn't blow with the drl board out because no power is supplied to the system without it I cut the red/blue wire at pin 23 on the dlr module then tried with new fuse it still blew. I tore apart the drivers side interior and got to the relays behind the fuse box 2 black and 1 gray (largest one) I took them out one at a time while trying a new fuse and turning on the lights each time the 15 amp tail light fuse blew until all were out and it still blew with all relays out. Any suggestions?

Short somewhere. Check the wires under the door panel on the drives side (the panel right under where the driver's side door goes when its close since one of those wires go to the tail lights). Dont know about the other one.

Well, Ive' checked a few more things like the driver's side door jam (under the plastic) wires look good there, all tail light bulbs and sockets all looks good no melted contacts or filiments. I have no way of knowing if the previous owner had an aftermarket radio in it or not. I think the next thing on the list is to pull the radio and check all wires there also the a/c don't work so I'm wondering if there might be some wires behind the radio that is affecting the a/c and the tail lights/dash lights. Wish me luck. I will post if I find the problem.

I think I'm going to have to take it to a shop. I've had the whole dash apart all tail lights out and the radio out also had the instrument cluster out unplugged all connectors fuse still blows as soon as I turn on the head lights. The only thing I can think of now is the light stalk it's self. Anyone ever have an issue with the stalk? How difficult is it to take apart?

Took it to a shop. There was a short in the left fender.
