A B1100/code 31 for an airbag system is not something that can easily be verified at home, unless you have access to specialized Toyota tools. You have to backprobe some connectors on the ECM side and view the signal waveforms running to the control circuit.
On the other hand - if it was already fixed and you cannot turn the SRS lamp off - you need to jumper two pins on the DLC3 port and cycle the ignition. Because of the remote possibility to royally screw this up (ie, airbag system could be damaged, airbag might go off. etc.) - I would take this into a shop and have them verify that the system is fully operational and reset the code.
