Ok so I gave in and did one of those online expert answer things and thought I would post the solution here for anyone searching for an answer.
There is a relay that feeds power from the 15 amp fuse in the F11 fuse holder to the outlet. If you do not have power at the connector for the outlet it is this fuse that is likley blown open. The location of the fuse holder is below. There is another fuse that provides power to the operating side of the relay and it has to be good as well. This is the CIG fuse in the instrument panel junction box (J/B)

The fuse holder is shown up near the drivers side relay box in the diagram posted above.
Yes i can view it. I am assuming it is the one that says "Fuse Holder" - there are no numbers (i.e. F11) listed on the diagram.
Yes that is what you are looking for. The diagram was made with the drivers R/B out a little from the actual position in the left kick panel for clarity. You will have to dig a little to get to it, remove the plastic kick panel and look above the relay box behind it.
It is a bit hard to get to but it is a little plastic junction attached to the frame above the driver side kick panel juntion relay. It has the standard 15amp fuse in it.
