Question about E-Brake

Hey, so I just installed all new brakes on my car over the weekend, and was trying to adjust the e-brake to work better. Now, is the e-brake supposed to lock up my rear end when pulled all the way while I'm driving? For some reason I'll pull the e-brake all the way and even have it adjusted to where it needs to be (just before the e-brake starts rubbing on the drum without having it engaged) and it still feels like there's barely any stopping power. But the e-brake when I'm stopped works fine. When I'm at a complete stop and put the e-brake all the way up, it will barely move unless i give it a lot of gas, so I guess that is good.

Only reason I ask is because someone said if I have it adjusted right, when I pull it up all the way my back brakes SHOULD lock up. Is this true? Or is it just supposed to lock up when I have the car stopped?

E-brakes on modern cars are not really designed to stop a moving car - designed from the start as a parking brake. It will "eventually" stop the car from rolling, given enough time and distance. If it holds you car from a stop, you're good to go.

Unfortunately, those of us who like to ass-slide or tray drift are SOL. There is nothing I can do to get a tray to stay under my rear drivers side wheel.

have you tried a tray from hooters? a buddy of mine did that about 5 years ago in his altima. it was funny as hell, and the trays lasted about 10-15 minutes of sliding.
