OBD light not working

After all the search, I thought this is the only place I can get help.
My car failed emission because of the OBD light not working.
The emission guy asked me to replace the bulb and I will all be set. But when I checked the bulb after opening the dash board, found it ok. Then checked the fuse(behind the storage box) to see if it is blown but found ok.
Can anyone help if I need to check any other place or figure out what the problem is??

Thanks guys.

Try this quick test.

Stick the key in the ignition, turn it to on, but do not start the car. The dash indicators will all light up briefly as they do a self test. Check and see if the check engine light indicator lights up. If it does - you are good to go.

If it does not light up and you have verified that the fuse is good and the bulb is good (I'd replace it anyway, and all the others in there while your at it - since you already pulled the gauges out). I'd look into checking the traces on the cluster (could be a corroded trace - metal contact or bad bulb socket), or it is possible, especially if this is a used car with prior issues, that some one just cut the lead running to the CEL lamp.
