Rear door won't open!

Rear driver side door on my 99 is stuck.
The door will not open from inside or outside.
I can hear it lock and unlock.
Rear doors are not being used much, maybe that is the problem.

Is anyone familiar with this issue?

Take off your door panel and take a look. You can open it by manually pulling the door handle level.

You want to pull the level with the yellow tab to lock/unlock the doors:


And you want to pull towards the front of the car for on this level that my hand is on to open the door.

Child lock is not being used at all.
Even if it was on, wouldn't the door open from the outside?
