Sounds like the gasoline vent tube (runs from the top of the tank to the side of the filler tube opening) is either unplugged or missing when they replaced the tank. This vent makes sure there is reduced pressure during the filling process, to prevent the fill station's fuel pump to not shutoff in the middle of refilling, but increase pressure dramatically when you start to get close to the top of the tank (by the bottom of the vent tube). This case - that pressure can be high enough to cause the auto shutoff feature of the filling stations pump to kick on. But if that tube is not connected correctly, or missing or otherwise rerouted, may not be generating enough pressure to kick the pump off.
I don't think you have enough room to take a peek at the vent tube. Might almost have to drop the tank to get at it. Since so much time has passed since you had the tank replaced, I doubt you have any options at that shop, unless you have a written warranty in hand. May just have to go by the mileage or by ear (you should be able to hear the gas get close to the top of the tank, sort of whistles as you get close).
