(PIX) radiator fan frame not tight?

Q: The radiator frame, black, in front of my Corolla is not tightly secured. When I move with a finger, the black frame jiggles back and forth. Is this normal?

I do notice the clamp-shaped black hooks to hold the radiator-fan-frame in place. (See the tip of "1" on 14, and the hook between 15 and 16). But I do not see a long (?) bolt that should be horizontally tightening the frame from the frame's side. There is a hole to secure the frame with a long bolt, but I do not see any other way to attach the radiator-fan-frame to the car's frame.

The Radiator is known as a "floating radiator"

Its not bolted to the frame, and there should be some movement with it.
