Assuming that it is not some physical obstruction (pedal caught on floor mat, etc.) - it sounds like moisture and/or corrosion has gotten into the throttle cable sleeve. First, make sure that there isn't something physically wrong with the cable (kink that is binding the cable, something that chewed into the sleeve and touching the cable, etc.)

Make sure the pedal arm and pivot points are free and not binding (use appropriate spray, usually white lithium grease spray - silicon spray works too, but can dry out - don't go too crazy with the spray).

Check that nothing is binding on the throttle body side - throttle cam, excessive carbon, varnish, and other gunk on throttle body. If that checks out OK - then try spraying some lubricant down the cable sleeve itself - some will wick in there via capillary action. Work the pedal to distribute the spray. See if that helps.

If the cable is in really bad shape, may have to replace it.

I will try out all methods..... What I suspect is the throttle body side might build up sludges and the throttle buterfly gets stuck. I cleaned it last time about 2 months ago, don't think it comes back again this early... Thanks fishexpo101.

Also couldn't hurt to give the MAF sensor (assuming you have a 2001 Corolla from your user ID) and cleaning the IAC valve on the bottom of the throttle body.

Also check to make sure the plugs aren't too fouled up. Sometimes, if the throttle sticks (throttle body gummed up), could cause too much gas to foul the plugs. Cause the car to run oddly for a couple of minutes before the throttle is actuated enough to clear the plugs.

Just follow the linkages from the accelerator pedal up to the firewall. The pivot point would be close to the floor/firewall - I don't remember off hand, but it was something like a rod covered with a metal bracket - that is your pivot point. You can push on the accelerator pedal while in a position (kneeling outside with your head in the foot well) to see its movement.
