Wrench issue with the belt tensioner removal

Case:

2 hexagonal bolts fix the belt tensioner to the engine. The one on the top, above the black cylinder, was easily moved.

The issue is with the lower one, and I am not getting confused with the releasing nut, which is above the tensioner's fixing bolt. I tried for 1 hour to remove this "main" belt tensioner bolt, and nothing worked. I tried WD-40 and some engine oil splotched with tissues to grease the surface and let it lubricate and penetrate the bolt space, but still it did not move.

After reassembly to a normal state, I got 2 choices:

1) try again with another wrench with longer leverage - but which one? I only have the basic, max 10-inch wrench, and prefer not to buy another tool just for this job.

2) go to Pepboys, or any auto shop to have it fixed, and expect an estimate of $100. Yes, I already have the OEM part, and only need a replacement labor cost.

the bolt it pivots on correct? yea those are in there hella hard. i had a very nearly impossible time with mine. its secured with some loctite, but it will come loose with enough force applied.

If you are ok with a chapter of redneck repair, just buy a length of sturdy pipe with a small interior diameter but large enough to fit just around the largest diameter of your wrench (a ratchet + socket works best, but closed end would be ok too). Wrap the pipe around the wrench and you have instant HeMan torque. Cheaper than a store-bought breaker bar and accomplishes the same thing.

You might also try letting it soak with penetrating lubricant for many hours (up to 24) before trying to loosen it again. If it isn't corroded (and it shouldn't be), it will come out.
