Do you see a plug dangling in the engine bay near where the wiper motor is? That's your cue if the car is prewired or not. My guess is it isn't.
There should be prethreaded holes in that area to mount the brackets for the actuator.
The throttle cable should now be moved from throttle body to the actuator. Your actuator, in turn, should include a cable that goes to the TB. This thing can go in first.
Find a cruise stalk - I just sold mine

. You can either cut a hole in the steering wheel's back plastic cover for it, or get one from a wheel with cruise. Hopefully that stalk will come with a plug, because moving one horn wire over to it is easier than moving 3 wires the other way.
Remember 99% of the plugs in the car can be disassembled (ie. pins extracted) using a 1mm flat screwdriver.
Make sure the cruise control brain box have the matching plug and all its wires. It mounts on passenger side, above the kick panel. Take off the glove box, look at where the DRL relay is, turn your head 90 degrees to passenger side, and look for a prethreaded hole. This is where the brain mounts. Try an M6 bolt there.

To route the wires properly to the actuator you will want to remove the fender, or at least the black liner, to expose a weatherproof grommet for the "cowl wire". You will run 4 new wires through that boot which is fully sealed for a reason. Have fun.
