Tint... check.
Rims... The lightest 14" or 15" alloys. The really light and strong ones (forged Volk CE28N) will cost you. Konig Helium at 15" is reasonably light and reasonably durable and reasonably cool.

Just ask a couple of us.

Suspension... Tokico Blues and some lowering springs. I can't give recommendations here. Add a set of Hotchkis sway bars and you can whip this sucker around like there's no tomorrow.

Did we mention the car will be lowered in the process?
2001 front end conversion... After getting the 2001 front end, put in the fog light.
Spoiler... Our trunk's curvature already have some "spoiling" features, so we don't really need one.
A nice stereo headunit of your choice.
A set of nice 6.5" speakers all around, mounted on wooden frame. One guy here did this and says this sound as nice as with a sub, without the added weight, power drain or cost.

Taillights... I don't like red turn signals in the rear.
And the list goes on and on. You'll notice that some costs a lot, some are big jobs. and some have to be taken to a shop (new rims/tires, probably suspension too). So again, plan and priortize.
