USA Orlando lady

My 1998 Corolla is making a whining noise particularly when I turn the wheel to turn onto a new street or driveway. Does it always mean the power steering pump needs replaced?

The noise is normally more prominent when stationary and turning the wheel. Is the power steering fluid level OK?

Power steering fluid levels are okay. It happens while I'm driving and moving and turning the wheel. No noise while staying straight on the road .

If the OP is correct in that it's "whining," I'd say it's likely a bad pump, low fluid, or a squeaking serpentine belt as a result of those two things.

Wheel bearing would be more of a "moan," CV would probably be clicking, but I wouldn't entirely eliminate the two as possibilities.

Is the fluid clean or dirty?
