its called a top speed govenor. it is built into the ecu. when the ecu sees the speed it at the predetermined limit, it will cut the fuel injectors and ignition untill the mph drops. think of it as a revlimiter, it is the same principal but its main purpose is to keep idiots from driving 140+mph everywhere putting peoples lives at risk.
second, the top speed of the 8th gen corolla's is around 130mph for 5spds. well mine is less but thats for other reasons. the 9th gen have the EXACT same limiter. the difference you are seeing is just the gauge cluster.
