I don't know my (just-puchased) Corolla yet, but all other Toys (and most Jap cars) I've worked "backward"- they switch ground to the headlamps to control them; the 12v battery is supplied full-time via a relay, to the "ground" or common contact on the H4 bulb (in your case). Probably switched from 9-12v by the DRL controller if you have that. You likely need to see if the ground moves from hi to low filament as is proper. Someone will have to provide you a quick shot of the wiring diagram. I have manuals on order, so no diagram yet.
