Ouch, that dug all the way down to the base material. Assuming that foam bumper reinforcement is still in one piece, that looks to be anywhere from a $150-$700 job depending on where you live at, how much filler material they need to use, how hard it is to match the paint and if additional blending is necessary to get the bumper repair to look perfect.
Best way is to drive the car to a local body shop as ask for a quote. I know many places will give you an estimate - as they can see it in person and assess how much work will be involved.
