Incorrect Brake fluid req master cylinder replacment?

Is this worth $1400? They are forcing us to buy new cyl when the "fluid was incorrect". This seems like a scam. Is this legit or could they have simply flushed the brakes? WTF prevents any a hole from putting in bad brake fluid as they so aptly put it. She has not even had any brake work done. Seem like they are trying to force her into going to the dealership for service. Please advise. Also what would the parts vs labor actually cost? I see cyl for 100 bucks each online.

I have 1999 Corolla CE, I had mush pedal once in a while, when I checked my break fluid reservoirfound alot of black particles floating inside the
reservoir. I took to deal, they told me that some one put wrong fluid, I had to pay about $1600 for replaceing master cylinder, rear and front etc.

I talked with Toyota people, they flushed and replaced the master cyl under warranty.

Wrong brake fluid -> DOT 5 (silicone based). This CAN damage your braking system (damages the rubber seals in the system). If the fluid was replaced by DOT 5 fluid, the brake system has to be fixed. All rubbers in the system have to be replaced (rubbers in brake calipers, flexible brake hoses, master cilinder rubber etc.).

Dot 3 / 4 / 5.1 (note the .1) brake fluids can be used.

Using DOT 5 the rubbers in the system get disolved (I heard). The rubbers will start leaking (causing bad braking or even failing of the brakes). The black particles in the fluid resevoir could be pieces of rubber -> not good!!

Since I live in Europe, I don't know the cost of parts and installing it there, but when refurbishing my brakes (due to age) it cost me about one day. Master brake cylinder I did not work on (still ok), but know many people rather replace it that try to fix it (repair kit quite expensive and replacement master brake cylinder is not that expensive).
