15 and 17 inches should be fine. You just have to make sure the wheel offset is within limits (38mm-45mm offset), 4x100 bolt pattern, 54.1mm center bore (or hubcentric rings used), wheel width no wider than 7".
Tire choice can influence clearance as well - some tires, even being the same "size" have wider treads that others. Suspension that you are running can also influence clearance as well - running stock suspension is no guarantee of clearance.
Example:
On my 2002 Corolla, ran 16"x7" wheel running a Yokohama 205/45-16 tire - wheels were 38mm offset, came with hubcentric rings, 4x100 bolt pattern. On both stock and TRD springs (drop is about 1"-1.25") - the tires did make contact with the rear fender liner. Fronts cleared except when steering cranked all the way to lock. Switched to a different 205/45-16 tire (Kuhmo) - didn't run unless the car was completely loaded to the top. Eventually rolled the fenders to prevent any more contact.
Liked the 38mm offset, as it pushed the wheels to the outside (increased track), almost dead flush with the edge of the fender. That was also the reason why they made contact. If I went with a 42mm-45mm offset, it would have pulled the wheel closer to the suspension, but would have cleared the fender entirely. Wheels would have moved in slightly though better than the stock track.
