Rebuilt is a loaded word. It means different things to different people.

What was done to the engine and who did it?

"the car does not accelerate like it use to"

Compared to your engine when it was new, or just before the rebuild?
.
I just rebuilt my 1ZZ and brought it back to new factory clearances . I have not put it on a dyno, but it feels like it did when it was brand new.

basically i had a ring job done to the engine. the head redone. and replaced the timing chain and oil pump. The car is sluggish. If i am going up a hill and the car downshifts it bogs and its like I have the airconditioner on only worse. In an old car i would have tried to adjust the timing. I do get an engine miss every once in a while but it goes away when I hit the gas.

Timing chain not installed correctly? One link of the chain wrong - timing of the valves will be off.

I checked the timing at number one cylinder and it checks out. I was thinking maybe the coil is starting to go.

I'd start out checking the simple stuff, doesn't matter if is it a modern fuel injected DOHC engine or old carbureted pushrod V8 - diagnostic process is still the same.

Checked out firing order, make sure that is not messed up?
Conditions of plugs - pulled them out and read the ends?
Checked on the compression?
Leakdown test to make sure the valves/valve seats didn't get messed up?
Vacuum leaks?
Fuel pressure?
Check for weak spark? Voltage leaking from coils?

I have cheked everything on your list but the spark. All of them check out except I don't know how to check the spark strength?
